The rack accommodates bicycles with 20- to 29-inch wheels, tires up to 5 inches wide, and wheelbases up to 50 inches. A removable loading ramp allows heavier e-bikes to be rolled onto the tray rather than lifted, while three secure attachment points help stabilize the wheels and frame during transportation.

Constructed with a strong steel base and aluminum wheel cages, the HRT-130 also features a protective coating that helps resist corrosion caused by water, road salt, and exposure to the elements. The rack is intended exclusively for vehicles equipped with a Class III, IV, or V 2-inch receiver hitch. It must not be used on trailers, fifth wheels, RVs, the front of a vehicle, or for transporting motorcycles, mopeds, or three-wheel bicycles.
